1. Facilitate the establishment and operation of at least two (2) viable cooperatives as mechanism for poverty alleviation, food security and job creation by 31st December, 2011.
2. Expand the School Thrift and Agri-business programmes in at least twelve (12) more schools by 31st December, 2011.
3. Strength the institutional capacity of two (2) non-financial cooperatives through cooperative, and management training by 30th November, 2011.
4. Improve the regulatory, supervisory and developmental capabilities of the Co-operative Department staff through training in at least three (3) targeted areas (Cooperative legislation, on-site supervision and IT/data management by 30th December, 2011.
